Look what I know about construction can fit in a very small box, but if the buildings are splitting like that aside from finding somewhere else to build wouldn't different materials be in consideration? A metal building wont crack like that and the sheets can just be pounded back into shape. Morton buildings are a cheap sturdy structure. Otherwise your looking at mixing up some concrete and patching the thing back together with concrete, anchors, and brackets.

The first was a concrete block building, top to bottom. This one has 2 courses of blocks and is then a wood frame structure from there on up to the roof.

My guess, and the author's, is that the heavy rains during last year's hurricanes are what did in the 2nd building. The ground is too wonky. It's just not a good place to build.

I don't know enough to answer that intelligently, but I suspect not. The whole side of the mountain is moving.

Construction in seismic zones is a tricky thing. Add in erosion and you're fighting a losing battle. Ground movement isn't too impossible to deal with but erosion is not a fight you can win.
For some simple and light reading, follow this link for the International Building Code on simple concrete foundations in seismic zones. It won't tell you exactly how to build it but it will give specific mandatory details...
Seismic Zone E is the worst.

What do the codes say about foundations poured in non-standard, non-monolithic methods? As in, one bag at a time, using local fill dirt as aggregate?
