Two things:
1.) My fertility needs have been met. Two kids is plenty.
2.) It's neither better nor worse. Your testicles seek equilibrium *near* your core body temperature - the descend and loosen the scrotum when your internal temp goes up (by expanding its surface area to get rid of the excess heat); they retract when you're cold (to take advantage of your core warmth).
